Thematic and regional priorities for funding

The majority of the funded projects are research and development projects. The projects consist of alliances of universities, companies and non-university research institutions, which are intended to ensure a link between industry, research and other areas of society. In addition to the funding provided, a significant economic participation is planned, as new markets are to be opened up for German environmental technology providers. Cooperation with local partners is particularly important in order to ensure successful exploitation in the respective partner country. Each project in the funding program must therefore always include at least one partner from the respective partner country.

Innovation and risk liability of the developed solutions are central components of the evaluation of the respective projects. In addition, no new production facilities are to be created abroad, but prototypes and technical equipment of existing facilities are to be developed. Until November 2017, it was also possible to fund definition projects aimed at assessing the potential of a solution to be developed. In total, there are three deadlines for applying for funding, two of which have already passed (30.06.2016, 30.11.2017). The last date for admission is 31 May 2019, whereby no more definition projects are planned. The first funding phase ends on 31 December 2023.

Raw material efficiency and recycling management
Regional distribution

In the resource efficiency and circular economy subject area, projects are funded which develop innovations for closing material cycles, for sustainable extraction of raw materials and for resource efficiency and a resource-efficient circular economy. The focus is on Kazakhstan, Mongolia, Vietnam, Indonesia and South America, especially Brazil, Chile and Peru.

Key topics in this area include sustainable technologies and services in the areas of:

  • Innovations for increasing resource productivity
  • Sustainable resource development and management
  • Increase in resource efficiency (raw materials)
  • Substitution of critical resources
  • Closing of material cycles and recycling
  • Establishment of a resource efficient circular economy and
  • Sustainable extraction of resources or directly related aspects of sustainable land/water management

Water Management
Regional distribution

The focal area of water management covers technologies and concepts for water protection, wastewater treatment, drinking water supply as well as projects for the implementation of the "sponge cities" concept. The regional focus is on China and Vietnam (1st and 2nd deadlines), where both sides agreed to reorientate cooperation under the Chinese Mega Water Program for the treatment and monitoring of water pollution within the framework of the Scientific-Technological Cooperation (STC) with China (2016). For the 3rd deadline (31/5/2019), only projects in the priority regions of the Mega Water Program in Jing-Jin-Ji (Greater Beijing area) and the Taisee region could be submitted.

Research and development projects are funded in the areas of:

  • Technologies and concepts for water protection
  • Implementation of the "sponge cities" concept
  • Efficient wastewater treatment and reuse as well as sewage sludge treatment and utilisation
  • Industrial wastewater treatment for selected key industries and
  • Drinking water supply and safety

In the area of climate action/energy efficiency, projects are funded that contribute to reducing the emission of environmentally- and climate-damaging emissions, create energy-efficient infrastructures or develop climate-friendly energy and cross-sectional technologies and services. Projects are funded in Central Asia (including Mongolia and the Central Asian regions of China), Vietnam, Indonesia, Jordan, Morocco and the countries participating in African SASSCAL (South Africa, Angola, Botswana, Namibia, Zambia) and WASCAL (Benin, Burkina Faso, Côte d'Ivoire, The Gambia, Ghana, Mali, Niger, Nigeria, Senegal, Togo).

Key topics in this area include sustainable technologies and services in the areas of:

  • Reduction in the emission of environmentally- and climate-damaging emissions (greenhouse gases, aerosols), for example by increasing energy efficiency in companies, value chains and the use of products
  • Energy efficient infrastructures and
  • Climate-friendly energy and cross-sectional technologies and services

Adaptation to climate change
Regional distribution

The focal area of adaptation to climate change includes technologies and innovative infrastructures that reduce vulnerability and increase resilience to the effects of climate change and associated climate extremes. Relevant areas are, for example, coastal protection and land use and the handling of hazardous weather events and services for the practice-oriented use of climate data and climate information (climate services).

In the subject area of land management, projects for sustainable land management are also funded in connection with the production of biotic resources and the conservation of biodiversity or ecosystem services. Other key issues are restoration and land recycling technologies, utilisation of agricultural residues and urban agriculture. The focus is on projects in the target regions of Central Asia (including Mongolia and the Central Asian regions of China), Vietnam, Indonesia, Jordan, Morocco and the countries participating in African SASSCAL (South Africa, Angola, Botswana, Namibia, Zambia) and WASCAL (Benin, Burkina Faso, Côte d'Ivoire, The Gambia, Ghana, Mali, Niger, Nigeria, Senegal, Togo).

  • Sustainable land management also in connection with the production of biotic resources and the conservation of biodiversity or ecosystem services
  • Restoration of contaminated and heavily degraded soils

Sustainable energy systems
Regional distribution

The focal area of sustainable energy systems funds projects that contribute to the collection of relevant research and knowledge requirements in the energy sector from the point of view of all social groups in the respective focus countries (e.g. through agenda processes). Another key issue is stock-taking of the energy system ( including specific strengths, challenges, framework conditions, systemic consideration of the local energy system from transformation to consumption) as well as the development of options for the sustainable design of the local energy system (including possible concrete research and development collaborations in the energy sector). Particular attention should be paid to the long-term economic viability of the developed solutions, even after the end of funding. Projects that address all or several of the aspects mentioned above are especially welcome.

The regional focus is on projects in the countries participating in African SASSCAL (South Africa, Angola, Botswana, Namibia, Zambia) and WASCAL (Benin, Burkina Faso, Côte d'Ivoire, The Gambia, Ghana, Mali, Niger, Nigeria, Senegal, Togo), in states of the West African Economic Community (ECOWAS, Benin, Burkina Faso, Cabo Verde, Côte d'Ivoire, The Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, Togo) and Iran.

Natural risks
Regional distribution

The focal area of natural risks includes projects, multi-risk analyses and risk assessments against the backdrop of urbanisation and vulnerability assessments of earthquake-prone areas as well as areas affected by flooding or mass movements/landslides. Regional focal points are in Central and Central Asia, southeast Asia and the Andean region.

Research and development projects are funded in the areas of:

  • Multi-risk analyses taking into account cascade effects in natural and anthropogenic systems
  • Risk assessment against the backdrop of urbanisation and the involvement of remote sensing and geological engineering expertise
  • Vulnerability assessment of earthquake-prone areas as well as areas affected by flooding or mass movements/landslides
